These orders are issued by authority of the Commanding Officer  and are intended only to amplify and summarize but do not supersede CATOs , CRCOs or QR &O Cadets.  They shall be known and referred to as Corps Standing Orders (CSOs).

 

All members of 112 RC(S)CC HOWE, including civilian personnel, are to read and be cognizant of the contents of this volume, as well as all other applicable orders.  They are to sign the signature sheet to signify CSOs have been read and understood.

 

Throughout CSOs, the use of generic terms such as “he”, “his” and “cadet(s)” shall be assumed to include females except where the situation so dictates.  Also, the use of the term “cadet(s)” shall be assumed to include all cadet ranks, except where the situation so dictates.

 

Amendments to CSOs will be issued by the Commanding Officer or Executive Officer.  Personnel having proposals for amending of CSOs shall forward them to the Executive Officer through the normal chain of command.   No unauthorized amendments shall be made.

 

Exceptions to CSOs may be authorized by the Commanding Officer or Executive Officer as dictated by certain situations.

1.0          CORPS ORGANIZATION

 

1.1          Command and Functional Organization:

 

1.1.1        On all occasions, the following officers take command over all other officers and cadets who are part of RCSCC HOWE in the following order of precedence:

 

                a.  the Commanding Officer;

 

                b.  the Executive Officer / 1ST Lieutenant during absence of  XO; and

 

                c.  the Officer of the Day.

 

1.1.2        The functional organization is based upon a departmental structure and delineates lines of responsibility for administration of the corps.  A line diagram of the functional organization of 112 RCSCC HOWE is shown in appendix 1 of this section.

 

6.2.2            The Training Officer is authorized to assign  any Officer, CI or Cadet as instructors.

 

Command Level

 

1.2.0       Commanding Officer  (CO)

 

1.2.1        The Commanding Officer of 112 RC(S)CC HOWE shall be an officer of the Cadet Instructors Cadre, designated by the Region Commander in consultation with Local Branch and Headquarters of the Navy League of Canada, as the Commanding Officer of 112 Royal Canadian Sea Cadet Corps HOWE, in Peterborough, Ontario.

 

1.2.2        The Commanding Officer is directly responsible for the overall functioning of 112 RCSCC HOWE and shall:

                a.  comply with regulations and orders as issued by the Minister of National Defense and the            Canadian Armed Forces;

 

                b.  keep officers, civilian instructors and cadets fully acquainted with regulations and instructions   issued by higher authority;

 

                c.  keep Navy League, Peterborough Branch, informed of the progress of the corps;

 

                d.  bring to the notice of Navy League, Peterborough Branch and the appropriate military authority

any officers or instructors who are distinguished for proficiency in their duties or who, from incapacity or apathy, are deficient in the knowledge of their duties, or do not afford him the support which he has a right to expect, or who conduct themselves in a manner detrimental to the corps' efficiency or which would bring discredit to the corps and/or the Canadian Forces;   

               

                e.  recommend enrollment, appointment, promotion, posting transfer and release officers of  112        RCSCC HOWE; 

 

                f.  recommend the appointment and release of civilian instructors;

 


                g.  appoint qualified officers/civilian instructors as Executive officer, Administrative Officer,

                Supply Officer and Training Officer and ensure deputies are provided during prolonged absence;  

 

                h.  supervise and control all duties of personnel under his command, ensuring that proper supply,   administration and training procedures are carried out;

 

                j.  maintain records showing the strength of 112 RCSCC HOWE the name, age, date of enrollment     and departure of each cadet, the names of cadets who have joined the Canadian Forces and such              other personnel information as is required to enable periodical returns to be completed;

 

                k.  maintain records of attendance for instruction and the training progress of each cadet;

 

                l.  ensure that prescribed medical examinations and re-examinations are carried out;

 

                m.  immediately report all injuries (incurred during corps training) that required emergency medical   treatment to the Area Cadet office;

 

                n.  report the death of any officer, civilian instructor or cadet to Area Cadet officer;

 

                o.  ensure that equipment is not demanded in excess of needs, is properly safeguarded, that              personal struck off strength have properly returned all public property issued to them and that           records of equipment are kept in accordance with instructions;

 

                p.  ensure that returns are promptly and regularly made;

 

                q.  report loss or damage of DND equipment to EOA Cadet Detachment immediately on discovery;

               

                r.  be the holder of RCSCC HOWE's Distribution Account;

               

                s.  foster and maintain good public relations;

 

                t.  ensure that the Executive Officer is familiar and knowledgeable with all corps procedures and is,   thereby, prepared to assume command;

 

                u.  ensure a thorough turnover to a successor;

 

                v.  prepare a yearly training budget request for Navy league, Peterborough Branch; and

 

                w.  undertake other duties assigned by lawful authority.

 

1.3.0       Executive Officer (X0)

 

1.3.1        The Executive Officer shall be an officer of the Cadet Instructors Cadre, designated by the Commanding Officer  as Executive Officer and  second-in-command of the corps.  All officers, cadets and civilian personnel are required to keep him fully informed in all matters, which he shall report to the Commanding Officer in a timely fashion. 

 

1.3.2        The Executive Officer is directly responsible to the Commanding Officer and shall:

 

                a.  assume command of the corps in the absence of the Commanding officer;

               

                b.  publish corps Routine Orders, as a minimum, twice per month;

 

                c.  ensure the maintenance of the highest possible dress and deportment standards amongst the                       officers and civilian instructors;

               

                d.   ensure the maintenance of the highest standard possible of corps administration, training and    supply;

               

                e.  make recommendations to the Commanding Officer for promotion/appointment/recognition  of     deserving personnel;

                               

                f.  assign and ensure the training of Duty Personnel;

 

                g.  ensure control of accessibility of reference material to instruction staff;

 

                h.  ensure prompt and proper submission of all travel claims;

 

                j.  ensure the completion of cadet, Officer and CI  P.E.R.s;

               

                k.  organize cadet corps drill ceremonial parades and inspections as per CFP201; and 

 

6         assume other duties as assigned by the Commanding Officer

 

6.2                 First Lieutenant (1st LT)

 

1.4.1        The First Lieutenant shall be either an officer of the Cadet Instructors Cadre or a Civilian instructor, designated by the Commanding Officer.

 

1.4.2        The First Lieutenant is responsible to the Commanding Officer via the Executive Officer and shall:

 

                a.  assume all responsibilities of the Executive Officer in his absence.

               

b.  publish corps Routine Orders, as a minimum, once per week as per Executive Officer’s instructions;

               

c. act as Divisional Officer for Officers and CI’s.

               

d.  assume other duties as assigned by the Executive Officer or Commanding Officer;

 

Department Heads

 

1.5.0       Administrative Officer (Adm O)

 

1.5.1        The Administrative Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian instructor, designated by the Commanding Officer.

 

1.5.2        The Administrative Officer is responsible to the Commanding Officer via the Executive Officer and shall:

 

                a.  maintain an adequate stock of forms for the administration of RCSCC HOWE;

               

                b.  ensure the correct circulation of all incoming and outgoing correspondence, orders and

                directives;

 

                c.  maintain the custody and control of relevant publications, the entering of amendments upon        receipt, and ensure that unauthorized persons do not have access to them;

 

                d.  maintain a register of all incoming and outgoing correspondence;

 

                e.  maintain the corps' filing system;

 

                f.  prepare and expedite all reports, documents and other correspondence for the Commanding          Officer's signature;

 

                g.  maintain accurate attendance records for officers and civilian instructors, ensuring that pay         documents are kept up to date;

 

                h.  maintain records showing attendance of each cadet;

 

                j.  maintain complete personal files on each member of RCSCC HOWE;

 

                k.  advise the Supply Officer of names of cadets enrolled and released; and

 

                l.  assume other duties as assigned by the Executive Officer or Commanding Officer,

 

 

 

 

 

 

 

 

 

 

1.6.0       Supply Officer  (Sup O)

 

1.6.1        The Supply Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.6.2        The Supply Officer is responsible to the Commanding Officer via the Executive Officer  and shall:

 

                a. maintain the following records affecting the accounting of material on loan to the cadet corps:

 

                                (i) voucher register,

                                (ii) voucher files,

                                (iii) customer account, and

                                (iv) individual loan cards;

 

                b.  demand, receive and return all equipment in accordance with established DND procedures and    authorized scales of issue;

 

                c.  conduct cadet kit inspections as required and as a minimum, once yearly;

 

                d.  ensure the security and proper care of all materiel, in particular weapons and ammunition;

 

                e.  issue, exchange and receive materiel;

 

                f.  undertake measures for the recovery of uniforms from cadets no longer parading with the corps;

 

                g.  carry out distribution account verifications at designated intervals, on appointment as Supply     Officer and on change of Commanding Officer;

 

                h.  submit a written report to the Commanding Officer on discovery of loss or damage to materiel;

 

                j.  assume other duties as assigned by the Commanding Officer or Executive Officer.

 

1.7.0       Training Officer (Trg O)

 

1.7.1        The Training Officer shall be an officer of the Cadet Instructors Cadre and designated by the Commanding Officer.

 

1.7.2        The Training Officer is responsible to the Commanding Officer via the Executive Officer and shall:

 

                a.  develop the corps training plan in accordance with established training directives;

 

                b.  prepare and maintain the annual training charts and cadet training records;

 

                c.  plan the monthly training schedule and assign qualified instructors to individual courses/classes;

 

                d.  assist and supervise instructors and senior cadets in the preparation and presentation of their     courses/classes; 

 

                e.  arrange to obtain guest speakers and other voluntary instructors to supplement corps staff;

 

                f.  advise the Commanding Officer via the Executive Officer on, and coordinate corps special             training projects, exercises and citizenship tours;

 

                g.  select and submit demands for training films and other visual aids;

 

                h.  ensure RCSCC HOWE is in possession of all required training materiel and reference manuals;

 

                j.  ensure the ongoing individual training and development of all instructional staff;

 

                k.  ensure that an adequate system of examinations is used to monitor the efficiency of training and                 individual cadets' progress;

 

                l.  compile all training and examination results;

 

                m.  ensure that the training programme is complete;

 

                n.  ensure that an adequate sports programme is in place and utilized;

 

6         assume such other duties as assigned by the Executive Officer or Commanding Officer.

 

Special Programs

 

6.2                Uniform  Human Rights Advisor & Environmental Officer (UHRA/TREESO)

 

1.8.1        The Uniform Human Rights Advisor & Environmental Officer shall be an officer of the Cadet Instructors Cadre and designated by the Commanding Officer.

 

1.8.2        The Uniform Human Rights Advisor responsibilities lie out side the regular Chain of Command but is to keep the Commanding Officer informed of on going cases and shall:

 

6         be responsible directly to the Commanding Officer for instituting a CHAPS and SHARP program at the corps level in accordance with DND policies and procedures.

 

b.             work in conjunction with the appropriate local authorities as required.

 

c.             institute and monitor a local training program for all corps staff

 

d.             arrange for all quest speakers in conjunction with the TrgO with regards to such training.

 

e.             undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

1.8.3        The Environmental Officer is responsible to the Commanding Officer via the Executive Officer and shall:

a.             be responsible directly to the Commanding Officer for instituting an environmental awareness program at the corps level in accordance with DND policies and procedures.

 

b.             ensure that all local field training areas are properly assessed and prepared prior to the training exercises.

 

c.             ensure that all environmental impact studies are carried out in accordance with DND policies and procedures.

 

6                      ensure that all appropriate environmental protection measures are incorporated into each training exercise and proper recycling procedures are implemented and adhered to.

 

7                      work in conjunction with the appropriate local authorities as required.

 

8                      institute and monitor a local training program for all corps staff

 

g.             arrange for all quest speakers in conjunction with the TrgO in conjunction with such training.

 

h.             undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

1.9.0       Range Safety Officer (RS0)

 

1.9.1        The Range Safety officer shall be either an officer of the Cadet Instructors Cadre or a Civilian and shall be appointed by the Commanding officer  and shall:

 

a.  have successfully completed a Range Safety Officer course (Small and/or Large bore and/or Air Rifle) as   conducted by the Central Region Land Operations Branch;

 

 

                b.  be qualified on the weapon(s) being used in the range practice or exercise; and

 

                c.  insure an Officer certified in First Aid (emergency or standard) is present.

 

1.9.2        The RSO is directly responsible to the Commanding Officer and shall:

 

                a.  be in attendance and supervise the safety of all live firing and field firing exercises;

 

                b.  ensure the safety of all personnel while on the range;

 

                c.  implement and ensure the observance of safety regulations promulgated in appropriate                 publications; 

 

                d.  ensure the safe conduct of all activities associated with live range firing and field firing with         blank ammunition:

 

                e.  cease the firing when, in his opinion, conditions exist which constitute a hazard;

 

                f.  appoint either a Regular or Reserve Force member in the rank of Sergeant or above, or a CIC          officer to command the butt party when applicable;

 

                g.  inspect the range(s) on which it is intended to employ personnel in butts, to ensure:

                                (i)  safety arrangements are adequate, and

                                (ii)  no metal portions of the target frames or butt mechanisms are so situated that they                                       may be struck by bullets fired from the firing point; and

 

                h.  report all unsafe range equipment to Range control personnel and/or Commanding officer and     recommend changes to existing orders, in the interest of safety.

 

Section Heads

 

1.10.0     Director of  Music (DMus)

 

1.10.1      The Director of Music shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.10.2      The Director of Music is responsible to the Commanding Officer via the Executive Officer  and shall:

 

a. be responsible for the musical training of all band personnel. The music program shall be approved by the TrgO.

 

b. be responsible to the Executive Officer for the parading of the band and the music played by the band.

 

c. maintain an inventory of all the instruments and music required for the operation of the band.

 

                d. establish and maintain corps standards for bandsman qualifications which shall be approved by the Executive Officer.

 

e. undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

1.11.0     Gunnery Officer  (GunO)

 

1.11.1      The Gunnery Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.11.2      The Gunnery Officer is responsible to the Commanding Officer via the Executive Officer  and shall:

 

6                     be responsible to the TrgO for drill and gunnery trade training.

 

7                     be responsible to the Executive Officer for the parading of the Guard.

 

c. be responsible for drill purpose weapons, flags and all equipment related to gunnery training in conjunction with the SupO.

 

d. ensure all guards and other special parties are turned out and correct.

 

e. be responsible for all parades and is to ensure that all ceremonies are carried out in accordance with CEP 201.

 

f.  undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

1.12.0     Boats Officer  (BoatsO)

 

1.12.1      The Boats Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.12.2      The Boats Officer is responsible to the Commanding Officer via the Executive Officer  and shall:

 

a. be responsible to the TrgO for the Bos’n and Sail training of all personnel.

 

b. be responsible to the Executive Officer for the parading of the Bos’n and Sail Divisions.

 

                c. maintain an inventory of all boats and equipment required for the operation of the sail program and applicable trades training.

 

d. keep Commanding Officer informed via Executive Officer of maintenance and replacement required  of all above mentioned equipment.

 

e. undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

1.13.0     New Entry Officer  (NEO)

 

1.13.1      The New Entry Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.13.2      The Boats Officer is responsible to the Commanding Officer via the Executive Officer  and shall:

 

a. conduct the New Entry training as per the program promulgated by the TrgO.

 

b. ensure all applications and pertinent information are issued to the new entry, completed and forwarded to the AdmO for appropriate action.

 

c. suggest to the TrgO changes or amendments to the new entry training program in order to increase its effectiveness.

 

d. act as the New Entry Divisional Officer.

 

e. undertake any other duties as may be assigned by the Commanding Officer or Executive Officer.

 

Divisional Staff

 

1.14.0     The Divisional Officer (DO) – BandO, GuardO, DivO Bos’n, DivO Sail, and New EntryO

 

1.14.1      The Divisional  Officer shall be either an officer of the Cadet Instructors Cadre or a Civilian Instructor, designated by the Commanding Officer.

 

1.14.2      The Divisional Officer is responsible to the Commanding Officer via the Executive Officer and shall:

 

a. be responsible for the welfare, efficiency, good order and discipline of his Division

               

b. make himself available for interviews with any cadet in his division whenever requested;

 

c. complete cadet P.E.R.s for cadets in his division, in the time-lines and frequency designated by the Commanding Officer;

               

d. act as a reference or spokesperson for cadets in his division brought up on defaulters.

 

Senior Cadets

 

1.20.0     Coxswain (Cox'n)

 

1.20.1      The Coxswain shall be appointed by the Commanding Officer.  Regardless of seniority, he shall exercise command over all other cadets.  He has responsibility for attendance at all musters, parades and rounds conducted by the Executive Officer, Commanding Officer and more senior officers (e.g. ACO, etc.)

 

1.20.2      The Cox'n is responsible for the following:

 

                a.  Disciplinary:

 

                                (i)  advising the appropriate divisional authority of pending disciplinary action;

                                (ii)  arranging the muster of cadets for Captain's defaulters;

                                (iii)  coordinating procedures for the disposal of absentees;

                                (iv)  ensuring the proper conduct and discipline of the ship's company;

                                (v)  supervising the Corporal of the Gangway in his duties;

                                (vi)  assisting the OOD at the gangway as required;

                               (vii)  carrying out rounds as directed by the OOD; and

                                (viii)  assisting, when required, in the implementation of the recall system

 

                b.  Administrative:

 

                                (i)  maintaining notices, orders and instructions of concern to the ship's company for                                          permanent display;

                                (ii)  in cooperation with heads of department, assigning of personnel to special parties                                        and ceremonial guards/parades as directed by the Executive Officer;

                                (iii)  preparing and publishing duty rosters for cadets and divisions; and

                                (iv)  advising the Executive officer on matters affecting training conditions and morale.

 

 

1.21.0     Regulating Petty officer (RPO)

 

1.21.1      The RPO shall be a Petty officer 1st Class, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.21.2      The RPO is responsible to the Cox’n for the following:

 

                a.  arranging the muster of cadets for Cox'ns and X.O.'s defaulters;

 

                b.  employment and supervision of cadets under punishment;

 

                c.  coordinating the administration of absentees;

               

                d.  controlling enrollment and release routines of cadets in conjunction with the Adm O;

 

.               e.  preparing and maintaining the corps' recall organization;

 

                f.  taking nightly attendance and reporting to the Adm O.; and

 

8         assisting the Cox’n as required.

 

h. take over for Cox’n in case of absents

 

1.22.0     Band Major/Band DPO (BM)

 

1.22.1      The Band Major shall be a Petty officer, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.22.2      The Band Major is responsible to the Cox’n ,and shall:

 

a. be responsible to DMus for the efficient execution of his duties.

 

b. be conversant with Band drill, mace signals, bass drum signals and all regular drill movements as they pertain to band operations as identified in CFP 201.

 

9remain current with all amendments to CFP 201 and shall instruct drill periods for band members, as required.

 

10                  act as DPO for the Band

 

    e. undertake any other duties as may be assigned by superiors.

 

1.23.0     Gunnery Instructor / Guard DPO (GI)

 

1.23.1      The Gunnery Instructor shall be a Petty officer, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

10.2.2         The Gunnery Instructor is responsible to the Cox’n ,and shall:

 

a. be thoroughly conversant with the methods, procedures and instructions relating to drill as per CEP 201 (Manual of Drill and Ceremonial).

 

b. monitor and/or assist in the instruction during drill periods to ensure the appropriate drill standards are maintained.

 

c. be responsible to the GunO for the handling and use of drill purposes weapons during drill periods or any other training requiring their use.

 

d. assist the GunO in the care and maintenance of weapons.

 

e. be responsible for forming up and reporting the Ship's Company to the Coxswain for all parades.

 

f. act as DPO for the Guard.

 

g. undertake any other duties as may be assigned by superiors.

 

1.24.0     New Entry DPO (NEDPO)

 

1.24.1      The New Entry DPO shall be a Petty officer, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.24.2      The New Entry DPO is responsible to the Cox’n ,and shall:

 

a. be thoroughly familiar with all aspects of the New Entry Program.

 

b. assist the NEO with the training and education of all new entries.

 

c. perform the duties of a DPO for all new entry cadets.

 

11                  undertake any other duties as may be assigned by superiors.

 

1.25.0     Bos’n / Bos’n DPO (Bos’n)

 

1.25.1      The Bos’n shall be a Petty officer, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.25.2      The Bos’n is responsible to the Cox’n ,and shall:

 

a. be thoroughly familiar with all aspects of the Bos’n trade.

 

b. assist the BoatsO with the training and education of all Bos’ns.

 

c. perform the duties of  Corps Bos’n on parade and ceremonial occasions.

 

d. act as DPO for the Bos’n Division.

 

6         undertake any other duties as may be assigned by superiors.

 

1.26.0     Masters Mate / Sail DPO (MM)

 

1.26.1      The Masters Mate shall be a Petty officer, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.26.2      The Masters Mate is responsible to the Cox’n ,and shall:

 

a. be thoroughly familiar with all aspects of the Sail trade and program.

 

b. assist the BoatsO with the training and education of Sailors.

 

c. keep boat shed organized.

 

d. act as DPO for the Sail Division.

 

6         undertake any other duties as may be assigned by superiors.

 

6.2                Divisional Petty Officers (DPO) – BM, GI, NEDPO, Bos’n, and MM

 

1.27.1      The Divisional Petty Officers shall be a Petty officers, either rated or qualified.  In certain instances and under certain conditions,  in consultation with the Executive officer, the Commanding Officer may make an exception to this requirement.

 

1.27.2      The Divisional Petty Officers are responsible to the XO via the DivO ,and shall:

 

a. ensure the maintenance of good order and discipline within his division.

 

b. ensure that all cadets are aware of their right of access to the Executive Officer or Commanding Officer, through the proper Divisional System.

 

c. keep the Divisional Officer informed of his division's attendance, general performance or any problems which may affect the division's performance.

 

d. ensure that all cadets in the division are kept informed of current dress regulations and that a high standard of dress is maintained.

 

6                       encourage the development of all cadets in the division in drill and leadership skills.

 

7                       complete the division's attendance prior to Colours and ensure that the attendance

g. undertake any other duties as may be assigned by superiors.

 

1.30.0     Duty Personnel

 

1.30.1      Officers and cadets as selected by the Executive Officer shall serve on a rotational basis as corps Duty Personnel.  Their primary function is to look after the safety, conduct and appearance of  H.Q. and its ship’s company.  A flow chart of the duty personnel organization is shown in appendix 2 of this section.

 

1.30.2      The period of duty shall normally be for the duration of a training night/day.  The period of duty for Officer of the Day (or  Duty Officer) shall be for the duration of one week, i.e. from commencement of Training on Tuesday night to commencement of training on the following Tuesday night.

 

1.31.0     Officer of the Day (OOD; a.k.a. Duty Officer):

 

1.31.1      The OOD is in command of the corps’ duty personnel.  Once assigned to duty, he is responsible for ensuring his own replacement should he be unable to attend to duty, and for ensuring the Executive Officer is informed of the name and duration of duty of his replacement.

 

1.31.2      The OOD is directly responsible to the Executive Officer for the Duty personnel and the safety and conduct of the Ship’s company and shall:

 

                a.  ensure that the ship’s deck is properly set up at the start of the training night/weekend;

 

                b.  report the state of the corps’ offices and classrooms to the Executive Officer at the end of the

                training night/weekend;

               

                c.  ensure rounds of the corps’s flats, lobbies, heads, and other communal areas are carried out as    required, (as a  minimum, at the end of the training night/weekend);

 

                c.  ensure that the ship’s log is properly and completely filled out, with the required signatures;

 

                d.  ensure that duty personnel carry out their duties, with instruction and correction where                necessary;

 

                e.  conduct defaulters in the absence of the Executive Officer;

 

                f.  monitor ship's routines and ensure a timely performance of that routine;

 

                g.  ensure the proper and respectful reception of all visitors and guests; and

 

                h.  conduct liberty boat and ensure that all cadets leave the building at the conclusion of training.

 

1.32.0     Petty Officer of the Day

 

1.32.1      The petty Officer of the day is appointed by the Executive Officer in Routine orders.  He shall assist the OOD in his duties as required.

 

6.2.2The POOD shall insure that all instructors are give 5 minute warnings that the period is about to end and that cadets meet all timings.

 

1.33.0     Duty Signalman:

 

1.33.1      The Duty Signalman is appointed by the Executive Officer in Routine Orders.  He shall man the halyards during the Ceremonial Colours and Sunset and is responsible for the proper securing of all colours and flags.

 

1.34.0     Duty Quartermaster:

 

1.35.1      The Duty Quartermaster is appointed by the Executive Officer in Routine Orders.  He shall man the Quarterdeck at all times, subject to necessary training, and record all events in the ship's log.

 

1.35.2      The Duty Quartermaster must:

 

                a)  ensure that he has a watch and that it is synchronized with the O.O.D.'s watch;

  

               b) ensure that the ship's bell is rung at the correct times;

 

                c)  ensure that all officers, civilian instructors and visitors sign the ship's log in the appropriate         place;

 

                d)  ensure that the remainder of the log is filled out in accordance with the instructions at its front;

 

                e)  act as duty messenger as required;

 

                f)  ensure that the quarterdeck is staffed by a cadet approved by the P.O.O.D. when he is required    to leave his post;

 

                g)  ensure that all visitors are promptly and politely greeted when coming aboard the ship, paying    proper marks of respect to visiting officers (and to all women in civilian attire when the       quartermaster is male);

 

                h)  secure the ship's log from his station in case of fire, (refer to Fire orders, article 5.0 of this              publication); and

 

                i)  carry out any other duties as assigned by the O.O.D. or Executive Officer.

 

 

 

 

 


2.0          DRESS AND DEPORTMENT

 

2.1.0       Paying of Compliments:

 

2.1.1        All officers will be saluted by all cadets, regardless of rank, whenever they:

                a.  pass them in an oncoming direction;

                b.  speak to any officer or are spoken to by any officer as an individual, both before and after            conversation;

                d.  all other occasions specified in CFP201.

 

2.1.2        Cadets WILL NOT salute below decks, gangways, and Cabins but will come to attention with respect.

 

2.2.0       Dress:

 

2.2.1        Personnel of RCSCC HOWE are expected to maintain an exemplary form of dress at all times,  reflecting a  good image for the corps.  Rig of the day will be promulgated in Routine Orders and is expected to be followed.   Civilian Instructors are expected to maintain a standard of dress comparable to that of uniformed officers.

 

2.2.2        Cadets will wear their uniforms on all occasions as directed.  Parade nights are not exempted unless a sports night is to take place.   Excuses will not be tolerated.

 

2.2.3        The uniform will be clean and in good repair, boots shone.  Outgrown, shabby or otherwise inferior uniform parts may be exchanged for replacement with the Supply Officer upon completion of a request form through the proper channels.  Lost or stolen items may be replaced by the Supply officer upon completion of the proper reports/forms.

 

2.2.4        No cadet shall have more than the permitted quantities of any items or equipment without the express consent of the Commanding Officer.

 

2.2.5        Cadets SHALL NOT wear their uniforms on other than training occasions unless specifically directed by the Commanding Officer.

 

2.2.6        Personnel shall not wear any unauthorized badge, insignia or accouterment on their uniforms.

 

2.2.6        Officers and senior cadets shall not overlook any irregularity or slovenly appearance on the part of any member of the ship's company.   If the offender is senior to them, it shall be brought to the attention of

the Executive Officer for immediate action/correction.


 

3.0          CONDUCT:

 

3.1.0       Fraternization

 

3.1.1        It is understood and accepted that the desire for friendship is both natural and good.  However,  it is preferred and recommended that all cadets regard such friendship as platonic insofar as the cadet movement is concerned.  Should such a friendship become a romantic liaison, the resultant view of other cadets that favoritism may occur,  or is occurring, would be detrimental to the corps.

 

3.1.2        Sexual liaisons between cadets while undergoing training will result in discharge.  Parents and Central Region Cadet Headquarters will be informed of the discharge and the reasons why.  Sexual liaisons involving any person under the age of 14 years may result in charges under the Criminal Code of Canada. 

 

3.1.2        Any romantic affiliation between any adult member of RCSCC HOWE and a cadet from this or any other unit will not be tolerated, and will result in termination of the officer's/civilian instructor's services, and he may be subject to prosecution if the situation warrants.

 

3.1.3        In the event that an adult member of RCSCC HOWE is pursued by a cadet intent on romantic involvement, that adult shall immediately bring the matter to the attention of the UHRA or Commanding Officer.  FAILURE TO REPORT THE MATTER SHALL BE CONSTRUED AS CONSENTING TO OR ENCOURAGING THE RELATIONSHIP.

 

3.1.4        In every case where a relationship is discovered between a cadet and an adult member of staff, the cadet's parents will be advised immediately.  If investigation indicates that the Criminal Code of Canada has been contravened, Military and/or Civil authorities will be contacted.

 

3.2.0       Sexual Harassment

 

3.2.1        Sexual harassment will not be tolerated  in any form, and will result in discharge.    This may take the form of, but is not limited to,  sexual touching or verbal abuse.

 

3.2.2        All cases of known or suspected sexual harassment shall be reported directly to the UHRA or Commanding Officer  immediately for investigation.

 

6.2.2            For more information see CHAPS and SHARP program.

 

6.2.3            All Officers, CI’s and Cadets will receive applicable CHAPS and SHARP training.

 

 

3.3.0       Use of Intoxicants and Restricted Substances

 

3.3.1        Possession and/or  ingestion of alcohol by cadets while attending corps functions/training is prohibited, and will result in immediate discharge.  Parents, and in some cases, civil authorities will be notified.  Counseling to possess and/or ingest alcohol will also result in immediate discharge.

 

3.3.2        Officers and civilian personnel may not associate with cadets within 8 hours of having ingested alcohol.  Any infringement will be reported to the Executive Officer immediately for investigation and disciplinary action.

 

 3.3.3       Possession , trafficking in and/or ingestion of illicit drugs by any personnel of RCSCC HOWE is prohibited and will result in immediate discharge, as will counseling to possess, traffic and/or ingest illicit drugs.  Civil authorities will be contacted.  This is not to include the use of prescription drugs for medical use.

 

3.3.4        Cadets are referred to Central Region Cadet orders for a complete list of restricted substances.

 

 

 

 

 

 

3.4.0       Smoking

 

6.2.2            Smoking by cadets is to be discouraged.  During the parade night, cadets shall not smoke.   Any infringement will result in  referral to the Executive Officer for disciplinary action.  Cadets wishing to smoke on cadet weekends must have written permission from parents.  Nevertheless, smoking will not occur while undergoing training or inside DND facilities.

 

6.2.3            Officers and Civilian Instructors are  to refrain from smoking  in front of cadets.  Smoking by Staff is only authorized in designated smoking areas. 

 

3.5.0       Fighting and/or Assault:

 

3.5.1        Fighting, in any form, will not be tolerated within RCSCC HOWE.  Inciting and/or counseling to fight will also not be tolerated and will result in the same disciplinary action as if the offender had actually fought.   Any known or suspected infringements shall be immediately reported to the Executive officer for disciplinary action.

 

3.5.2        Assault is a criminal offense.  If investigation leads to suspected or known assault, parents of the cadet(s) involved and Civil authorities will be contacted. 

 

3.6.0       Insubordination

 

3.6.1        All personnel in RCSCC HOWE shall obey a lawfully given order.  Any infractions are to be referred for disciplinary action. 

 

3.6.2        Any personnel feeling that the order given to him is contrary to any provision of any Regulation, Statute or Order may respectfully bring the conflict to the attention of the superior.  If the situation calls for immediate obedience, he is to carry out the order first, and respectfully register his complaint/concerns with his superior when time allows.

 

3.6.3        No person shall issue an order which will create a potential health hazard, life-threatening situation or place any person in jeopardy.  Personnel shall not follow orders so given, and shall report the situation immediately to the Executive Officer for action.  This is not considered insubordination.

 

3.6.4        Ignorance of published orders is not an excuse for non-compliance and may be considered insubordination.

 

3.6.5        Frequent or continued insubordination may cause the offender to be discharged.

 

3.7.0       Foul Language/Swearing:

 

3.7.1        While it is recognized that the occasional slip may occur, foul language and swearing will not be tolerated.  Personnel are reminded that good manners preclude the use of foul language, and that it will only reflect badly upon the corps as a whole. 

 

3.7.2        Continuous use of foul language/swearing shall be referred to the Executive Officer for disciplinary action.

 

3.8.0       Weapons Conduct:

 

3.8.1        No person shall point a weapon indiscriminately at any thing or person.  Any person found pointing a weapon at any person for any reason is subject to extreme disciplinary measures. 

 

3.8.2        No person shall take any weapon from 112 RCSCC HOWE without the written approval of the Commanding Officer, with proper paperwork completed for the transporting of arms.

 

3.8.3        Cadets shall not transport weapons, either live fire or drill purpose.

 

 

 

 

3.8.4        When weapons and ammunition are to be transported by vehicle, the weapons will be transported in one vehicle and ammunition and actions in another.  At no time may weapons and/or ammunition and bolts be transported together.

 

3.8.4        Cadets shall not be exposed to or use any live or blank ammunition, live flares (except distress), rockets or other pyrotechnic item or simulator, except for the purpose of observing a display or when participating in a controlled training situation.

 

3.8.5        No person shall be permitted to be in possession of any live or blank ammunition or pyrotechnic unless authorized to hold such items for a specific purpose while on duty.

 

6.2.2            During training periods when weapons are to be used, other than on a range, no live ammunition shall be drawn, even for instructional purposes.

 

3.9.0       Theft

 

3.9.1        Theft will not be tolerated within RCSCC HOWE.  Any suspected or known infringement is to be reported to the Executive officer for immediate disciplinary action.

 

3.9.2        Personnel are reminded that theft is a criminal offense.  Parents and/or Civil authorities will be contacted.

 


 

4.0          DISCIPLINE

 

4.1.0       General

 

4.1.1        The object of Military discipline is to ensure prompt and willing obedience to authority, produce order and establish cohesion between individuals so that they may achieve success in a single purpose.  Discipline properly administered results in an intelligent desire to carry out the instructions of a superior authority, in spirit as well as to the letter.

 

4.1.2        Respectful obedience is the basis of sound discipline.  It should not have as its origin fear or dread of punishment, but should emanate from the conviction that orders are given by an authority responsible not only by rank, but of knowledge.

 

4.1.3        Personnel are referred to article 3.6.0 of CSOs regarding the following of orders.

 

4.1.4        Civilian Instructors and cadets are not subject to the Military Code of Discipline.  However, the same conduct expected of service personnel (i.e. Officers) shall apply to them.  When an investigation shows that an act which would be considered an offense under the Code of Service Discipline has been committed, the employment of the offender shall be terminated.  Cadets face immediate release.

 

4.2.0       Investigation of an Offense

 

4.2.1        When a cadet is alleged to have committed an infraction, he shall be brought before the OOD, and if the OOD considers the misconduct to be of a minor nature for which, if proved, action under article 4.2.3, items d or e would be appropriate, he may take the necessary action himself.  If the misconduct is such that the OOD does not consider he should deal with it, he shall refer the case to the Executive Officer who, if he considers that action under  article 4.2.3. items d, e, f, or g would be appropriate, may deal with the case himself.  If the misconduct is such that the Executive Officer considers it should be dealt with by the Commanding Officer, he shall refer the case to the Commanding Officer.

 

4.2.2        The Officer who takes action under this article is referred to as the investigating officer.

 

4.2.3        Where, as a result of the investigation mentioned in 4.2.1 of this article, the investigating officer is of the opinion that the misconduct has actually occurred, he may take the following action, depending upon the nature of the act and the circumstances in which it occurred:

 

                a.  recommend that the cadet be released;

 

                b.  direct that the cadet be reverted to any rating lower than that which he holds;

 

                c.  recommend that the cadet be deprived of the privilege of attendance at summer training                 establishment for one season;

 

                d.  require that cadet to perform 1/2 hour extra drill or work on the conclusion of one drill;

 

                e.  require the cadet to perform 1/2 hour extra physical training at the conclusion of one drill;

 

                f.  direct that the cadet be deprived of the privilege of using the rifle range or comparable corps         facility for one month; or

 

                g.  counseling the cadet.

 

6.2.2            In determining the action to be taken in respect of misconduct under this article, the investigating

officer shall be guided by the directions contained in Tables 1 and 2 of this article.

 

4.2.5        All disciplinary measures will be documented

5.0          FIRE ORDERS:

 

5.1.0       General

 

5.1.1        The Peterborough Armories, which houses RCSCC HOWE, is a DND facility, and as such, comes under the jurisdiction of DND and the Peterborough Fire Department.  In all cases of fire or suspected fire, the Peterborough Fire Department will, therefore, be involved.  Prior to its arrival, however, it is imperative that certain procedures be executed as quickly as possible in order to ensure the safety of all personnel aboard. It is stressed that in all cases of fire, time is of the essence.

 

5.1.2        Personnel are to familiarize themselves with the locations of all fire alarms and exits.

 

5.2.0       Fire or Suspected Fire:     

 

5.2.1        Suspected fire shall be reported immediately to the OOD or the most senior officer available to the cadet at the time, who shall immediately assess the situation.  UNDER NO CIRCUMSTANCES, SHALL ANY CADET INVESTIGATE AND/OR ATTEMPT TO PUT OUT A FIRE.

 

5.2.2        Upon discovery of fire, the closest fire alarm shall be activated, the ship's bell shall be rung continuously, and the cry of  "Fire, Fire, Fire" shall be given, noting the location of fire.

 

5.2.3        Personnel shall close all doors and windows IN THEIR IMMEDIATE AREA ONLY.  Do not attempt to secure the whole ship.  To do so may endanger lives.

 

5.2.4        Personnel shall exit the building immediately, in an orderly fashion, via the nearest exit.  DO NOT USE THE COMPOUND EXIT.  DO NOT  PANIC OR RUN.  To do so may cause unnecessary injury.

 

5.2.5        The Quartermaster shall remove the ship's log from his station and take it with him upon exiting the ship.  It shall be turned over to the OOD or senior officer present.

 

5.2.6        UNDER NO CIRCUMSTANCES OR FOR ANY REASON SHALL THE BUILDING BE RE-ENTERED UNTIL THE ALL CLEAR IS GIVEN.

 

5.2.7        Personnel shall muster in the parking lot, a safe distance from the building. 

 

5.2.8        Roll shall immediately be called by the Cox’n and reported to the Commanding Officer or designate,  noting any personnel missing.  This shall include officers and guests aboard HOWE.

 

5.2.9        The Commanding Officer or designate shall determine any missing personnel and their last known location aboard.  He shall relay this information to the Fire Department immediately upon its arrival.

 

5.2.10      Upon arrival of the Fire Department, the Commanding Officer shall relinquish all control of the building until the all clear is given.               

 

5.3          Fire Drills                           

 

5.3.1        Fire drills shall be executed at least twice yearly at a time designated by the Commanding Officer.

 

5.3.2        Fire alarms shall not be activated.   Instead, the ship's bell shall be rung continuously, and the cry of  "Fire, Fire, Fire" shall be given, noting the location of fire.

 

5.3.4        Personnel shall  then proceed with the routine as laid down in article 5.2.

 

5.3.5        Following drill, the Executive Officer shall report to the Commanding Officer, noting time lapsed and any suggestions for improvement.       

 


 


6.0          MISCELLANEOUS:

 

6.1.0        Attendance:

 

6.1.1        It is recognized that attendance continues to be a problem.  Continuous and regular attendance by all personnel is necessary to the continued good health of 112 RCSCC HOWE.  When training staff are absent, it places much added stress on all personnel, cadets and officers alike, as we attempt to juggle training periods to accommodate the needs of all cadets.  When cadets are absent, our annual strength returns are affected, painting a picture of continued low numbers.

 

6.1.2        Cadets who are unable to attend due to illness or prior commitments shall call their Divisional Petty officer prior to the commencement of training, explaining the reason for absence and requesting leave for that night.   Cadets requesting leave will be marked as on leave and attendance will not be affected.  Cadets who fail to do so will be marked AWOL (Absent Without Leave). 

 

6.1.3     The Adm O or designate will call the parents of any cadet who is marked AWOL, prior to the end of the training night.  A full report will be made to the Executive Officer.

 

6.1.4        Officers/Civilian Instructors who are unable to attend training night due to illness or prior commitments shall call the Executive officer or Commanding Officer prior to commencement of training.  Any instructions necessary for the completion of their jobs/duties for the evening shall be relayed at that time.

 

6.1.5        Any cadet who is AWOL for three consecutive training nights, will be considered to have abandoned his position in the corps.  Strike off Strength procedures will begin.

 

6.2.0       Promotion/Appointments:

 

6.2.1.       Promotion is not automatic.  It is, rather, a reward for continued good performance and expanded knowledge and consistent good leadership and is based upon merit.   No cadet should assume that because he has seniority he should automatically be promoted or appointed to a key position.

 

6.2.2            Cadets and Officers wishing to be promoted shall submit a requestment after meeting all

prerequisites as layed out in the applicable orders to the Commanding Officer via Chain of Command.

 

6.2.3        Promotion/Appointment shall be at the discretion of the Commanding Officer, in consultation with the Executive officer, and bearing in mind the requirements of RCSCC HOWE.

 

6.3          Communications:

 

6.3.1        No personnel of 112 RCSCC HOWE shall communicate with any corps or Military Formation on any subject without the prior approval of the Commanding Officer.  (This excludes pen-pals, etc.)

 

6.3.2        No written communication shall be dispatched from HOWE without bearing the signature of the Commanding Officer or Executive Officer.

 

6.3.4        All long distance telephone calls made on the corps phone shall be logged and shall have received prior authorization by the Commanding Officer or Executive officer.

 

6.3.5        Publishing of any form of Military information without authorization by the Commanding Officer is prohibited.


 

6.4.0       Chain of Command:

 

6.4.1        All requests, communications, etc. shall go through the normal chain of command (with the exception of Sexual Harassment allegations, which shall be relayed directly to the UHRA or Commanding Officer).

 

6.4.2        Cadets shall use a request form, received from their Divisional Petty Officer for the purposes of requesting uniform pieces, etc.

 

6.4.3        No one may stop a redress of grievance at any level.  Should any personnel desire to go higher within the chain of command, it is to be relayed immediately to the next higher authority.

 

6.4.4        A line chart of the Chain of Command is shown at end of this section.

 

6.5.0       Out of Bounds Areas

 

6.5.1        The following areas are out of bounds to cadets unless part of an organized party under the direct supervision of an officer and only when there is a duty requirement

 

a.   ship's office

 

b.   boatswain's stores

 

c.   supply

 

d.   gunner's stores

 

e.   band stores

 

f.   any mess area (other than assigned cadet mess areas on the main deck)

 

g.   any area prescribed by the Commanding Officer and published in Weekly Routine Orders.
